Para entender la vulnerabilidad de la Ciudad de México ante el cambio climático, el presente proyecto identifica diferentes áreas, mediante el análisis espacial y de la cartografía temática, donde ocurren los siguientes procesos humanos: en primer lugar, los cambios en la cobertura vegetal, forestal y uso del suelo, derivado de la modificación del paisaje por consumos energéticos, crecimiento poblacional, transporte y procesos industriales. En segundo lugar, se integro la información en 26 mapas temáticos que se articulan mediante el uso de un servidor de mapas, esto, para que cualquier persona los pueda consultar desde la internet, sin la necesidad de un software específico, aunque, éste, es el comienzo de nuevas áreas multidisciplinarias de investigación, convergencia y comunicación, porque la disponibilidad y la calidad de la información presentada, intenta proporcionar e identificar mejores opciones de adaptación para: servicios ambientales, crecimiento poblacional, estrategias políticas y resiliencia de los recursos naturales en una de las más grandes ciudades del mundo.



Vulnerability of soil conservation in the Federal District to climate change and possible adaptation measures


Abstract


The objective of this research was develop in three stages, a integral study on the sustainable and potential use in Conservation Zone of Federal District, with results that there have been integrated into a single technology platform with documentary information, statistics and mapping. In the case of documents are included environmental, social, economic and normative; together, this tool will help ensure the proper decision-making in the implementation of strategies, policies and environmental welfare in terms of Conservation Zone (CZ). To achieve these objectives in addition to an exhaustive search for documentary information, statistics, graphics and digital mapping, we determined the geographical workspace to review and analyze environmental vulnerability of CZ discussed in context of land, water and air. We considered the environmental services offered by this type of terrain. In this first phase of the project, the main aim was structure the information technology platform, so that it highlights three aspects: technology development for the structuring of the platform, the quantity and quality of information to integrate into it, and the interpretation of visual information can be used to various purposes, among them the definition of strategies for the promotion of environmental services. For this to be available to decision makers, as well as professionals or stakeholders in general on this issue and some people that no have knowledge or training in computer techniques, we created a technology platform that would display different information expressed cartographically without requiring specialized software (such as Google Earth). Another feature of the platform was easy downloading from the Internet, the specialized thematic mapping generated, and can use it free. From internet it is possible visualize 26 different coverage of information (http://www.cvcccm.atmosfera.unam.mx: 8080 /suelocon / mapa.php), available in various formats approved (img, rrd, tfw, jpg, shp, tif) and a user accessible software. The relevance of this technological tool for Mexico City maps is that it allows monitoring the processes of urban dynamics with respect to variables such as growth and density population, hydrology, climate, irregular settlements, farmers support, of occurrence of diseases (respiratory, gastroenteric and others) and water demand. Also, identify priority areas for conservation or maintenance, vulnerable to climate change and relevant to provide environmental services at risk by altering the vegetation cover or land use change. Thus, the platform enables the development a climatic characterization of CZ, a time line regarding the political and historical processes about the decree of the CZ, and a map indicating the location of the premises irregular settlements in each of the municipalities, among other possibilities. In addition, this research had a significant number of students at different levels (undergraduate and graduate) and orientations (IT, biology, environment), whose participation allowed complete their theses and together specialize achieved these human resources. Similarly, had the participation of a public official. In contrast, the difficulties encountered were: (i) change of institution responsible for project, (ii) restricted access to government information and slow response in the case of providing it, (iii) limited availability of specialized thematic mapping, (iv) insufficient budget. With regard to the next stage, silver develop the second component of the display of maps, including a greater number of specialized thematic data layers and can interact with other project results. Overall, this updated tool will identify vulnerable areas derived from the demand for resources and space, or incidence of infectious disease, or irregular settlements growth, also can assess the current vegetation cover and distribution, and identify processes for change in such coverage, comparing different years. These tasks require human resources, will continue their training and expertise. In consideration of the difficulties faced in the first phase, it is considered necessary in the next, have the support of officials in terms of obtaining information, it is suggested that part of the database that is shaping the Virtual Center Climate Change. In this way, will be available for current and next policy administrations for FD, thus facilitating timely to follow up the issue of conservation zone, contributing to better decision-making.
